A Victorian court has heard that a woman who was set on fire during an arson attack in Shepparton believes the world now sees her as "something less than human".

Jordan Spencer, 34, poured petrol on Paris Carpio's head and set her on fire outside a Middlex Crescent home on January 15, 2024.

The court heard the attack occurred following heated arguments about the whereabouts of Ms Carpio's e-scooter, which Ms Carpio claimed had been taken by Ms Spencer's ex-partner.

Following the attack, Ms Carpio, now 22, was airlifted to hospital with serious injuries.

In a pre-sentence plea hearing on Monday, before the Supreme Court in Shepparton, Ms Carpio and her mother Kylie Powell delivered victim impact statements.

Between tears, Ms Carpio told the court that the attack had left her with burns on 30 per cent of her body, including severe damage to her airways and lungs.

"I now live a life filled with anxiety, depression and isolation," she said.

Ms Powell said her daughter now relied heavily on her and struggled to do the things she used to be able to do.

"I must constantly watch her and make sure she is OK," Ms Powell said.

"[It's] causing me to suffer with anxiety, especially when she has gone somewhere by herself."

The court heard Ms Carpio was quite volatile and upset when she knocked on Ms Spencer's door on January 15, 2024 looking for her e-scooter.

It heard Ms Caprio had tried to to break down Ms Spencer's front door and smashed one of her windows with a brick while looking to find Ms Spencer's ex-partner.

Defence barrister James McQuilan told the court that Ms Spencer was not the person who had put petrol inside a bowl that was thrown at Ms Carpio, but rather that it was her ex-partner instead.

Mr McQuillan also told the court that Ms Spencer suffered from a major depressive disorder as well as post-traumatic stress disorder.

He said she had a deprived, dysfunctional and disadvantaged childhood and early life, including domestic violence against her mother and being asked to leave home at 14 by her mother.

The matter will return to court in August.
